The EU appears to have enough support on the Security Council to get the resolution passed. Russian President Vladimir Putin said his country agrees broadly with the approach taken by the EU and the United States, although he also warned against a hasty decision.

China would also have to approve a Security Council resolution. Diplomats at the UN say China is not likely to raise serious objections to the EU proposal, Radio Netherlands reports.
