Up to 1,000 diesel trucks and buses which were imported from Japan and do not correspond to the new environmental rules have amassed at the custom-houses of the Far East, the Far-Eastern Customs Directorate (DVTU) reported on Thursday. In the customs' opinion, the inhabitants of the region proved to be unprepared for the coming into force from December 1 of the resolution forbidding the custom-houses to draw up documents on such motor vehicles if an environmental certificate is not submitted.
According to the new rules, the EURO-1 certificate (reflecting carbon monoxide, hydrocarbon and oxides content) must be issued in the country from which the motor vehicle is imported).
In Russia such a document may be issued only by the official representative of the firm-producer. The legal documents do not provide for holding an environmental expert examination in Russia parallel with customs clearance.
The DVTU officials state that they informed citizens in proper time of the coming of the resolution on certificates into force. But, as some owners of the imported diesel motor vehicles said, they heard of the new order only at Vladivostok port, after their return from Japan.
