A Government depending on type can by headed by politicians, monarchs, dictators, group of people (families), wealthy class, and religious elite. As we ponder how to confront the newly-created but phony terrorist Islamic Republic of Kosovo's illegal independence, we must first understand exactly why this is such a ridiculous action. Some of the first tests for nationhood include: treatment of minorities and respect for law and meting ofjustice; respect for the property of citizens; economic viability; UN recognition and finally, can the nation defend itself?
